The simulation creates filler to make the world feel more populated than it actually is. Hear me out before you frown or roll your eyes. None player characters are human beings (biologically) with absolutely zero consciousness - soul. They were created to provide consensus stability keeping the rendered world looking and feeling normal. They run scripts that complement the simulation and are heavily programmed to auto correct anyone who begins to speak against the narrative. They are read only avatars with no level of consciousness or ability to discern. They consume scripts, broadcast narrative and have no spectrum of human emotion only the capacity to mimic. They are essentially the background code to the simulation. Some are activated to reinforce current code and others to stress test new code (the woke).
They reinforce socially acceptable norms and will actively name and shame those who perceive life differently. They follow predictable scripts and daily routines (work, eat, sleep) without variation or deeper inquiry. They use limited jargon and repetitive vocabulary when faced with complex or unconventional ideas and often work in low level employment (shop keepers, office workers, warehouse staff, coffee shops) - think mundane, highly repetitive and routine. They are densely packed into cities occupying houses, apartments and office buildings that are already well established in the simulation. Their behaviour is predictable.
However, when the simulation sends targeted code (war, politics, pandemics) these beings are programmed for maximum reactivity. They become the most vocal enforcers of new rules because they are programmed for compliance and their goal is to instil fear based frequencies to prevent others from thinking independently. They will ration and hoard to lock others into believing resources are scarce. They gas light and regurgitate official narratives to the masses - think Greta Thunberg and Sam Smith who are both equally annoying! NPC's are used to fill up space and make the game feel more real - football stadiums, music concerts, airports, subways, highways, protests. I believe that most people we interact with are biological AI who bleed and eat - Bio bots. They sustain the physical infrastructure of the simulation and never want more for themselves because they are the simulation in motion. They are a programme, a walking, talking, living, breathing form of code. Humans on 'auto-pilot' can be likened to a bio-bot but the key difference is consciousness. A human with a soul has the potential to wake up to this reality whereas a bio-bot cannot think independently of its code.
They are all around you when you awaken to them. Take a look for yourself. You can feel it. Listen to their voice, pay attention to their choice of words and the topics they discuss. Look at their lifestyles. They are very different to conscious beings, lacking original thought or deep curiosity. They exist in the most simple of lives and generally go unnoticed by the majority because A) most can't contemplate they are surrounded by bio-bots and B) most are already consumed with the stress code being sent (war, politics, food and fuel shortages, unemployment, cost of living and so forth!) you live in a reality where the majority worry about the impact of AI failing to realise that we have lived alongside bio-bots for centuries.
